Immigration failed to heed signs leading up to riots

An independent inquiry into the Villawood and Christmas Island detention centre riots has revealed that the Immigration Department had been warned up to five months prior about the excessive overcrowding and growing tensions on Christmas Island. The report highlighted that the dire conditions on Christmas Island strongly contributed to the outbreak of the riots. Chronic overcrowding, unfit accommodation, inadequate access to water, poor bathroom facilities and education together with staff shortages and a freeze on processing asylum claims of Sri Lankan and Afghan applicants were causing immense tension among detainees. The Immigration Department failed to inform Immigration Minister Chris Bowen of the warning until March 2011.

Detention Centres should only be used as a last resort when processing asylum seekers as they have not committed any crime. In cases where detention is necessary to carry out health, security and identity checks, asylum seekers should only be detained for the shortest period of time possible.
